Import Rules and Regulations for Freight to India

The Indian government has been progressively simplifying and streamlining import procedures over the last few years, slowly positioning the country as one that is relatively friendly to international businesses. Steps have included eliminating import licensing for many types of consumer product and procedural improvements to facilitate import clearances.

For example, an electronic data Interchange (EDI) system enables your freight forwarder to submit import declarations for you in advance of the goods’ arrival at the border, thus reducing the time required for shipments to clear customs.

To simplify the process even further, your import declaration, known as a bill of entry in India, includes a facility to self-assess the amount of duty and tax you must pay. It is also possible to pay the duties electronically.

However, anyone shipping commercial goods into India will need to obtain an importer and exporter code (IEC) from the Directorate General of Foreign Trade in India. If you are exporting to India, your business will not need an IEC, but the importer with whom you are trading must have one.

While India may be one of the more straightforward countries to export or import to, it is also one of the more expensive. Duty tariffs currently stand at around 15%, although plans are in place to reduce these rates, in line with commitments made to the World Trade Organization (WTO).

Documents Required for Shipments to India

Your freight shipments to India will need to be accompanied by a range of documents, as is the case with most countries, but a competent international freight forwarder will manage many of the documentation requirements for you.

However, you will need to provide the following documents to support the import declaration:

  1. Commercial Invoice: If you are the seller in a trade arrangement, you will need to provide a commercial invoice for the buyer, a copy of which must also be submitted to the customs authorities in India. Indian customs will use the commercial invoice to establish the shipment’s value and calculate the duties payable. The commercial invoice should also state the incoterm under which you are shipping the goods, as this clarifies whether you or the buyer will be responsible for the import declaration and clearance of the shipment.

  2. Letter of Credit: This document safeguards the exporter against the risk of payment default by the importer. The letter of credit is issued by the importer’s bank, and serves as a guarantee that the exporter will receive payment for the goods. However, while it is primarily a transactional document raised as part of an international sale, Indian import regulations require that you make a copy available to the customs authority.

  3. Other Documents You Must Provide: In addition to the commercial invoice and letter of credit, a handful of other documents, which your forwarder cannot issue, must accompany your international shipments to India. These documents include a packing list containing detailed information about the goods you are shipping, and certificates of origin that prove where they were manufactured or produced.


Imports to India: Restrictions and Prohibitions

As in many countries, certain products and materials are either completely prohibited for importation into India, or are restricted and therefore require special import permissions or licenses. Shipping Ocean Freight to India

No far-flung corner of the globe is left unconnected to the major ocean ports of India, although it can take a while for maritime freight to traverse the longest routes.

For example, one of the lengthiest trade lanes to the Indian subcontinent connects Toronto and Montreal, in Canada, to the ports of Mundra and Nhava Sheva. A container ship plying that particular route can take up to 58 days to complete its voyage.

At the other end of the shipping duration and distance spectrum, meanwhile, ocean freight from Southeast Asia can be in India in a matter of a few days—as few as five days in the case of shipments from Singapore or Port Klang in Malaysia to Chennai, on the East Coast of India.

Freight Shipping by Air to India

Air freight is of course, by far the fastest way to ship commercial products to India, but is costly in comparison with ocean shipping. However, if you are shipping smaller quantities of goods, and especially if they are of a high value, the need to reduce transit time and provide the most secure transportation environment will drive your choice of international shipping mode—and probably see you choosing to fly your shipment to India.

High-Volume Air Freight Lanes to India

As the distances from some parts of the world, such as the Americas, to India, are extreme, direct cargo routes are few and in the main, originate only in national capitals. For example, in Europe, you might find one or two flights per day from major cities like London, Paris, or Frankfurt, with some countries completely bereft of direct flights to India.

Of course, this does not mean you can’t ship air freight to India from other locations, but your exports may have to undergo two or more separate legs of international transit. Because of this dynamic though, the Middle East region plays a central role (in a literal sense) in international air freight shipping to India.

Many carriers route passengers and cargo through Dubai, Abu Dhabi, and other gulf-region airports to their final destinations in India. That fact is very evident in the volume of air traffic moving between these points and the key Indian air freight terminals. Indeed, as the below list of most popular routes shows, aside from Hong Kong, no region hosts more India-bound cargo flights than the Middle East.

India’s Longest and Shortest Inbound Air Freight Routes

With very few direct flights serving India from the American continent, many inbound air freight routes are not that long at all. Most cargo flights from Europe, Africa, and Asia take between eight and ten hours.

As you might expect with North America out of the picture, Australia is the only continent that involves exceptionally long flight times. One of the lengthiest transits exists on the route from Sydney to Delhi, at around 13 hours.

On the other hand, contenders for the shortest route are many. Bangkok in Thailand to Chennai or Kolkata takes around three hours, as do flights from Bahrain to Mumbai and from Muscat to all of India’s primary airports (Mumbai, Chennai, Hyderabad, Ahmedabad, Cochin, and Delhi).
